Video and final declaration: 18th World Festival of Youth and Students
The 8000 of delegates of the 18th World Festival of Youth and Students who gathered from 88 countries in Quito, Ecuador, under the slogan “Youth united against imperialism, for the World of Peace, Solidarity and Social Transformation” declare the following:
We salute the people of Ecuador and its struggles; we express our solidarity in the struggle of the Ecuadorian people for popular conquests and radical social-political changes. With the support of the progressive and militant youth of Ecuador which in the past years have made important steps forward and achievements through its struggle through the process of the “Citizens Revolution” the international anti-imperialist youth movement constructed another important moment in the history of its organized struggle. We gathered in Latin America, a continent were the youth movement is steadily growing, once again for the biggest anti-imperialist youth event in the world to strengthen our common struggle towards our common goal: the overthrown of Imperialism.

Mali: Labour, peace, African and French youth voices against the intervention

Launched just days ago, a brutal military intervention by the French "socialist" government of Francois Hollande is being carried out in Mali. The war includes areal bombing assault and, now, a ground assault by troops.
As People's Voice noted earlier in January:
A consequence of the western imperialist powers' intervention in Libya in 2011, under the guise of the Responsibility to Protect doctrine (R2P), which cost the lives of thousands of civilians, was the destabilization of the west African state of Mali. On Dec. 20, the United Nations Security Council adopted Resolution 2085, authorizing deployment of an African‑led International Support Mission (AFISMA) in northern Mali.... An estimated 1.2 million Tuareg people inhabit the Saharan interior of Africa, living as nomadic pastoralists in Mali, Algeria, Niger, Libya, and Burkina Faso. Since the European powers first colonized the region, causing wide‑scale displacement and suffering, the Tuareg have struggled for better living conditions and the right to self‑determination. They have continued this struggle against the Western‑backed leaders of their now independent nations.
The main pretext for this imperialist war is the intensification of the strife and war between the Malian army and the militant organizations that claim to be fighting for the independence of Northern Mali in Azawad. In this context, Malian President Dioncounda Traore (who was appointed after a military coup last March) "asked" for action which resulted in a December 2012 UN Security Council resolution.
Mali is a landlocked West African country, well-known internationally for its music and cultural history, home of the famous historic trade city of Timbuktu. The country is also a former French colony (see this link here which shows a 1936 map of West Africa; read here about the pact France forced on its former colonies after 'independence').
The military "operation" focuses on the Muslim Tuareg people's homeland in the north of the Mali, in an area known as the Sahel. The Sahel is an the ecoclimatic and biogeographic zone of transition between the Sahara desert in the North and the Sudanian Savannas. It is home to vast natural resources with the world third largest uranium reserves as well as substantial oil reserves.
One of the main companies involved is the French energy corporation Areva, which is the second largest producer of uranium in the world. Areva has been extracting for decades in neighbouring Nigeria, although they have lost their exclusive rights recently.
Uranium is a very important energy source for France. The World Nuclear Association says that over 75 percent of electricity is produced from nuclear energy in France, and the country is also the world's largest net exporter of nuclear-generated electricity with a revenue of more than 3 billion Euro a year.
The French force includes at least 2,500 French troops as well as Gazelle helicopter gunships, as well as six Mirage 2000D fighter jets based in Chad and four Rafale fighter jets from France in the bombing runs.
The war is taking place with the full support of the United States and NATO, as well as the European Union, the Economic Community Of West African States (ECOWAS) -- and the Harper Conservative government of Canada.
About 2340 troops are expected from neighbouring African countries; Britain is also sending two C-17 aircraft to carry troops and military equipment while Denmark and Belgium are also sending troop transport aircraft and helicopters respectively. The US is providing military intelligence.
The Harper Conservatives, who have no money or time for the Aboriginal peoples and Idle No More, immediately sent one C-17 cargo plane to Mali on Tuesday to offer logistical support to the French, airlifting supplies to Bamako. There is a summary of Canadian mining and other corporate investments in Mali here.
Below are some statements by labour, peace, and communist youth organizations of South Africa and France.
Geo-strategic goals, not humanitarianism
(The intervention) constitutes the continuation of the implementation of the imperialist plans for the geo-strategical control of broader areas of Africa, as we have seen it in 2011 with the bloody intervention and bombing of Libya. Their goal are the energy resources which are object of fierce rivalry between imperialist forces and centers, which however go hand in hand in the slaughter of the peoples under various pretexts each time. Plunder and control of uranium mines
...After the genocide in Rwanda and the demolition of Libya, France continues to use the military bases it maintains in Africa in order to strengthen its role in the inter-imperialist competition and to serve the interests of its monopoly groups who are plundering the wealth-producing resources (gold, uranium etc.). (...) aiming for the protection of the French interests in the uranium mines found in Tuareg areas of the West-African Region, the inter-imperialist competition for the control of the wealth-producing resources of Mali and the placement of puppet-governments in the African countries serving the leading imperialist forces... World Federation of Trade Unions
No war for Areva and Total!
It did not take much for our country to start the onslaught of Mali. In the name of freedom and the fight against terrorism, the (French) government arises as the savoir of Africa. This speech, appropriate for the clash of civilizations, is shameful. We've known this policy to justify intervention in Afghanistan, Iraq or Libya. With what results? Destabilization, violence and armed militias in those countries that are completely divided.
No war on behalf of (the companies) Areva and Total! We refuse to make a war on behalf of corporate interests. The war will only bring its share of desolation and not solve anything. Armed intervention is an opportunity to strengthen the positions of French multinationals in the region, Areva in Niger and Total West Africa, which operate without resources that local people benefit. Communist Youth of France
A task for the people of Mali and Africa, not imperialism
In our minds we still harbour fresh memories of French military invasion of Libya in 2011 as part of NATO, leading to a regime change; French military "residence" in Ivory Coast which was actively involved in regime change; and French military presence in the Central Africa Republic, to "protect" the so-called French interests but not to keep peace and as part not to prevent rebels from capturing that country.
This time around France is "fighting" rebels which seek to capture Bamako, the capital city in Mali. We see this as nothing but an agenda by France to defend its hegemony and advance its capitalist interests in the country and the region at large. (...) The people of Mali and the African Union must be the ones taking a leading role in solving the problems experienced in Mali and in Africa respectively, not imperialist countries and former colonisers such as France which in the first place are part of the root causes to these problems and their historical development. An Open Letter to Canada's Members of Parliament from Dave McKee, President, Canadian Peace Congress

23 December 2012
Dear Honourable Members,
I write you as the President of the Canadian Peace Congress, an organization that has spent more than six decades working for a Canadian foreign policy based on peace, international cooperation and solidarity.
Such a policy orientation is critical in the current international conditions, as the dangerous situation in Syria continues to deteriorate and threatens to develop into a regional conflict. A number of factors have contributed to this complex crisis, but certainly one of the key elements has been aggressive interference by NATO states and allied governments in the Middle East.
Since the spring of 2011, western governments have manoeuvred to isolate and destabilize the Syrian government. The Government of Canada has participated in these efforts. Foreign Minister John Baird, in a number of public statements, unveiled a comprehensive plan – including political-diplomatic, economic and military measures – for initiating and escalating Canada's interference in Syria.
There are presently an estimated 40,000 armed foreign mercenaries in Syria. These forces have been recruited, trained and armed by interests outside of Syria, and they are primarily responsible for provoking armed anti-government violence. The sad result is a widespread military conflict that has terrorized the Syrian people for months. This situation has developed with the moral, political and financial support of the Canadian government.
At this moment, NATO is preparing to deploy missiles along the Turkey-Syria border and France has announced it is preparing a military attack on Syria that will involve other NATO countries. These developments have also occurred with the support of the Canadian government, which has prepared its own plan for military intervention in Syria.
Despite attempts to cloak this escalating interference in humanitarian language, the truth is that it has had deadly consequences for the people of Syria. They have been diplomatically cut off from much of the world, and they have suffered under economic sanctions that have specifically targeted energy industries that produce for local consumption. They have been displaced from their homes, their public infrastructure has been destroyed, and they have seen their families maimed and killed. All of this, too, has happened with the blessing of the Canadian government.
By now, all of you will have issued Holiday Greetings to your constituents. You will have made generous mention of “hope”, “joy”, “goodwill” and, of course, “peace”. These words are pregnant with meaning, and they deserve a central place in public discourse.
The sad truth, however, is that without the substance of meaningful policy, legislators' use of these words amounts to little more than hollow holiday gift wrap.
The Canadian public is keenly aware of the disastrous outcomes of NATO interventions in Afghanistan and Libya. These ill-fated campaigns have only deepened the violence in those areas, and caused untold suffering of the people. They should not be used as a model for international policy.
After more than a year of conflict and violent foreign intervention, thousands of Syrian people have died. If policies of aggression, interference and intervention are allowed to continue, thousands more will die.
I urge each of you to do what is right. Take a stand for an independent Canadian foreign policy of peace. Challenge the special interests who are driving for increasingly aggressive interference in Syria. Speak to the interests of the majority of Canadians, who oppose intervention and who favour a political solution that is based on sovereignty and democracy.
Thank you for your consideration of this urgent matter.
For peace and solidarity,
Dave McKee

The YCL-LJC Canada is a member of the Canadian Peace Congress, affiliated with the World Peace Council.
The Canadian Peace Congress condemns the ongoing foreign intervention in Syria and the escalating drive to war against Iran, and calls for the immediate withdrawal of all Canadian, NATO and foreign mercenary forces from the region. We further call upon the Conservative government of Stephen Harper to restore and normalize its diplomatic relations with Syria and Iran, and to re‑orient Canadian foreign policy toward peace, international cooperation and solidarity.
The Harper government's decision to adopt an international policy of belligerence, and to do so without consulting Parliament, is further evidence of its abandonment of a foreign policy of peace and diplomacy in favour of aggressive and hostile interference in the internal affairs of sovereign countries. Syria and Iran are member states of the United Nations and have expressed no hostile intent towards Canada or its people. Prime Minister Harper is actively contributing to the danger of war, through hostile policies that are out of step with the Canadian peoples' longstanding support for peace.
The Canadian government has allied itself with a minority of Western governments who, along with pro‑war forces within Israel and a few reactionary Arab regimes, are seeking new pretexts for intervention and war. These include the protection of human rights or the prevention of the alleged proliferation of weapons of mass destruction. These objectives cannot be achieved by breaking diplomatic relations, imposing economic sanctions, arming foreign mercenaries, or forging international campaigns for regime change and by installing puppet governments favourable to the strategic goals of the major western power.
Foreign intervention, sanctions and military aggression only weaken the human and democratic rights of the Syrian and Iranian people, and diminish their ability to develop and improve their societies. The aftermath of NATO intervention in Libya last year, in which Canadian armed forces bombed Libyan territory, has been disastrous for the people of Libya who are now plunged into factional warfare. This, plus the catastrophic consequences of the military occupation of Iraq, including the deaths of over one million Iraqis, clearly indicate that the main victim of any war is the civilian population.
As in the case of Libya last year, the drive to interfere in Syria and Iran is driven by the strategic and economic interests of imperialist powers. These countries - including the United States, Britain, the European Union and Canada - choose militarism and war as their preferred option for expanding their spheres of influence and control over resources and markets. The result is destruction, displacement and despair to the peoples of the developing countries who have been targeted. Far from resolving conflicts, these policies of interference only deepen current crises and escalate the danger to world peace.
Pro‑war forces have seized upon the many complexities in the situations in Iran and Syria, to promote misinformation and confusion. The threat to peace in the Middle East does not arise from countries who exercise their sovereign right to develop the nuclear energy industries to build their economies. Nor does it originate with countries who oppose Western efforts to re‑colonize the Middle East and control its vast energy resources, through the New Middle East Plan. Rather, the concrete threat to peace is the existing conventional and nuclear weapons that the US, its NATO allies and Israel constantly brandish in their effort to destabilize the region, to demonize governments that oppose imperialist plans, and to justify interference and war.
The Canadian Peace Congress asserts that the direction of economic, political and social development in any country is the sole right of the people of that country to determine, without foreign interference. We hold this principle to be true for the people of Canada, as we hold it to be true for the people of Syria and Iran. We are completely opposed to any foreign political or military intervention, under any pretext. This includes efforts to interfere with and divert genuine democratic domestic movements.
The role of the Canadian government in both of these crises has been shameful. Under Stephen Harper's Conservatives, Canada has abandoned its reputation as a country with an independent stance in international relations, and assumed the posture of a vocal NATO aggressor state. In all dimensions - political‑diplomatic, economic and military - Canada's recent policies toward Syria and Iran have been geared toward three goals:
- Isolate and neutralize sources of information that conflict with imperialist aims, by cutting off communication with the governments and peoples in Syria and Iran;
- Increase the suffering of the people and generate anti‑government sentiment, by imposing economic sanctions that particularly target energy industries who produce for local consumption;
- Increase the active military threat in the region, by deploying warships and other military resources to the region.
These goals all directly serve the overall objective of pro‑Western regime change in Syria and Iran, and the Harper government has campaigned hard internationally, to convince other countries to assume similar policies against both countries.
In the case of Syria, the Conservatives have also campaigned aggressively to create and promote a political opposition movement to the government. In November 2011, the NATO Parliamentary Assembly received a report that "virtually no one [in Syria] is calling for international military intervention" and that Syria was "without a clearly identifiable opposition with precise political ambitions." Yet, just prior to that report, Canada's Foreign Affairs Minister John Baird had met with the Syrian National Council and proclaimed them to be the legitimate opposition who has "continuously outlined their appetite for change." It is unclear how Baird identified an organized and "legitimate" opposition when NATO could not, and it suggests that the Syrian National Council is little more than a pro‑Western puppet government‑in‑waiting that has been fashioned by imperialist forces.
Furthermore, Canada has supported the arming of an estimated 40‑60,000 foreign mercenaries to fight inside Syria. These mercenaries form the backbone of the Free Syrian Army, and indicate the degree of armed foreign intervention already underway in Syria. The recent elections in Syria had a higher voter turnout than in Canada, and a number of independents and government opponents were elected and have been included in the cabinet. The Syrian people have spoken, yet Canada and other interventionist forces continue to pick sides in an internal matter.
In the case of Iran, the frenzied drive to war has obscured certain significant facts from the public eye:
Iran is a non‑nuclear state and a signatory to the Nuclear Non‑Proliferation Treaty (NPT), and is under the supervision of the United Nations' International Atomic Energy Agency (IAEA). Iran has repeatedly stated that its nuclear program is for peaceful purposes and not for military ends. The fact of the matter is that neither the IAEA nor the U.S. administration has been able to show any substantiated evidence about the weaponization of Iran's nuclear energy program. The U.S. Secretary of Defence, Leon Panetta, has publicly conceded, "there is no evidence that Iran has a nuclear weapon."
Israel is a nuclear weapons state with an estimated 200‑400 nuclear weapons, who has refused to join the NPT. There is no UN supervision over Israel's nuclear activities. It has pre‑emptively attacked other neighbouring states, and has threatened Iran with military attack many times.
United States is a nuclear weapons state with more than 10,000 nuclear weapons, and it has not allowed any inspection of its nuclear facilities by the IAEA. The U.S. has used nuclear weapons against other countries, when it exploded two nuclear bombs on Japan and when it used uranium‑enriched weapons in Iraq. The U.S. also has repeatedly threatened Iran with military attack, and has nuclear‑equipped forces currently stationed in the region.
The Canadian Peace Congress supports the October 6 Day of Protest Against War, initiated by the Canadian Peace Alliance. After more than a year of conflict and violent foreign intervention, thousands of Syrian people have died. If governments like Canada are allowed to continue their current policies of aggression, interference and colonization, thousands more will die. All peace‑supporting groups in Canada - including trade unions, faith communities and student groups - need to speak out and mobilize against intervention in Syria and Iran and the threat of a far broader war in the region.
The Canadian Peace Congress demands that the Canadian government:
* Immediately withdraw Canadian military forces from the region, and oppose military intervention in Syria and Iran, under any pretext;
* Restore diplomatic relations with Syria and Iran, remove sanctions, and support the peace initiatives of those states and organizations advocating a cease fire and negotiated end to the war;
* Withdraw from NATO, which has a nuclear first‑strike policy and complimentary sea‑ and land‑based ballistic missile systems, and all other military alliances;
* Promote full nuclear disarmament, beginning with the nuclear stockpiles of the United States, Israel and NATO;
* Adopt a new independent Canadian foreign policy of peace, non-intervention and diplomacy in international relations.

No NATO war on Syria or Iran |
Our two International Organisations salute the millions of peace loving people and youth of Syria and express our sincere solidarity to the genuine, peaceful, social protests and just demands for economic, social and political and democratic changes in the country, so that the Syrian people will be the masters of its fortunes, wealth and future.
Under no pretext do we accept any foreign political or military intervention in Syria, which is being currently planned by the USA, Israel and NATO hand in hand with Turkey and some Gulf monarchies, supposedly for the protection of civilian population and human rights. We denounce this hypocrisy and call upon humanity to oppose any repetition of the “Libya model”.

IDF Soldier attacks school children in Hebron |
The World Peace Council expresses its vehement protest and condemnation of the recent violent attack of the Israeli occupation army in the Palestinian City of Hebron. The brutal attack with chemical gas and rubber bullets against thousands of demontrators from Palestine and Israel took place during a protest commemorating the massacre committed by a Jewish extremist settler in 1994,during which 29 Palestinians were killed.
The demonstration demanded the re-opening of the Shuhada Street which is leading to Hebron's Mosque.
The WPC denounces the actions of the Israeli regime and its army and the arrest of six peace loving people, amongst them the chairman of the Front for Peace and Equality (Hadash),member of the Knesset Mohammed Barakeh from the Communist Party of Israel, who was also one of the injured.

WFDY Poster in Solidarity with Palestine |
Common Statement of the World Peace Council (WPC) and the World Federation of Democratic Youth (WFDY) on the recognition of the independent State of Palestine
The World Peace Council and the World Federation of Democratic Youth are uniting their voices with the hundreds of millions of peace loving people, the Youth and Students in all corners of the world, in solidarity with the people of Palestine which is suffering a slow genocide under the occupation of its territories.
The case of the ongoing occupation of Palestine by the Israeli regime constitutes a crime against humanity and a flagrant provocation against the thousands who suffered and struggled heroically for the noble goal of freedom and justice. Despite the many concessions made from Palestinian side during the years in order to find a viable and just solution, the governments of Israel and the current one, refuse to accept the right of the Palestinian People for their independent State alongside Israel.
We express our sincere and full-hearted solidarity with the Palestinian men and women, the youth and the students in the Gaza Strip, the West Bank and East Jerusalem in their desire to end the humiliation, the discrimination and the occupation. We condemn the support US imperialism is giving throughout the years to the Israeli occupation of Palestine and the hypocritical policy of the E.U. which is keeping “equal distance” from the aggressors and the victims.
We consider it to be the high time to have this year in September the recognition of the independent State of Palestine within the borders of 4 th June 1967 and with East Jerusalem as its capital.
We call upon the Member States of the UN to adopt in the General Assembly this proposal and the United Nations as such, to proceed with the necessary steps toensure this demand which is being embraced by the vast majority of the nations in the world. We underline our demands for the release of all Palestinian political prisoners from Israeli jails and the right for Palestinian refugees for their return according to the UN Resolution 194. We furthermore salute the peace loving forces inside Israel who struggle sideby side with the Palestinians for their just cause and reiterate our solidarity to all peoples in the region who are struggling against imperialism, its mechanisms and policies.
Lastly we underline our categorical rejection to the foreign occupation of Iraq and Afghanistan and to the ongoing imperialist aggression against the people of Libya as well as against any foreign intervention in the internal affairs of the countries of the region. The peoples have the sovereign right to determine and fight for their freedom, democracy and social justice.
Under this light WFDY and the WPC will undertake a common initiative and organize a solidarity mission to Palestine during September 18-22, 2011 to meet with Youth and Peace organizations in order to express our strong support to the campaign for the recognition of the independent State of Palestine and our concrete solidarity with the peoples under occupation.

Canada and NATO Out of Libya! Hands Off Syria!
Peace Congress Calls for Increased Mobilizations Against War
24 May 2011
As the conflict in Libya grinds on, the real character of the “humanitarian” military intervention there is becoming more and more clear. Using the political cover of United Nations Security Council Resolution 1973, NATO military forces led by the United States have wasted no time in transforming Libya's dangerous political unrest into an imperialist interventionist war aimed at regime change, dividing the country and plundering oil resources.
NATO and its member states – including Canada – have actively sided with reactionary forces within Libya and are now leading the effort to overthrow the government, including blatant attempts to assassinate Moammar Qaddafi and other government members through airstrikes. In the eyes of NATO, the largest military organization in the world, “Responsibility to Protect” means “Opportunity to Interfere,” regardless of death and destruction.
When considered as part of a regional campaign by imperialism, the aims of NATO clearly go far beyond plundering the oil of the Middle East and North Africa. Faced with a massive surge of the popular and revolutionary movements in many Arab countries, imperialism is manoeuvring to reassert its control in the region. It is no coincidence that NATO attacks against Libya are accompanied by increased aggressive postures by the United States and Israel against Syria, Iran and Palestine.
The Canadian Peace Congress condemns the ongoing imperialist aggression against Libya and calls for the immediate withdrawal of Canadian and NATO forces from the region. All peace-supporting groups in Canada – including trade unions, faith communities and student groups – need to speak out and mobilize against NATO's action against Libya and the threat of a far broader war in the region.
In Syria, the internal political crisis is extremely dangerous and is also attracting interest from imperialist forces who seek to interfere for their own ends. For decades, the United States has sought to overthrow the Syrian government because of its strong stands for Arab unity and sovereignty, for national rights for Palestine, for nationalization of oil resources, and against Israel's policies of expansion and occupation. As it did in the case of Libya, imperialism will seek to use the current political situation as a pretext to intervene in Syria, citing humanitarian concerns, and quickly turn the conflict toward its own ends. This will only result in misery for the Syrian people and pose the threat of a wider regional conflict.
The Canadian Peace Congress expresses its full solidarity with the Syrian people and their legitimate democratic demands. At the same time, we oppose imperialist interference under any pretext, and we condemn efforts by the United States and its NATO allies to distort humanitarian values to justify their own aggressive and exploitative aims.
We demand that the Canadian government:
*
Immediately withdraw Canadian military forces from Libya and the region;
*
Oppose military intervention in Syria and Iran, under any pretext;
*
Support the peace initiatives of those states and organizations advocating a cease fire and negotiated end to the war;
*
Withdraw from NATO and all other military alliances;
*
Promote progressive reforms at the United Nations, to transform it into a transparent and democratic body.
The Canadian Peace Congress calls for increased mobilizations by peace and progressive forces in Canada, to oppose Canada's military involvement in Libya and to prevent intervention in Syria and Iran.
A large organized movement for a non-interference, and peaceful negotiated settlement can prevent the Harper Conservative government from implementing its wider aggressive war agenda. Such a movement can give voice to the growing opposition among the Canadian people who oppose U.S. and NATO instigated wars, and who demand a new independent Canadian foreign policy of peace, non-intervention and diplomacy in international relations.
